Apples Silicon Over Apps Strategy Why John Ternus is the New CEO
As Tim Cook developed all your operational capabilities; Ternus’ responsibility will be to continue growing the company’s product vision.
Ternus: The Hardware Architect
Ternus has been the VP of Hardware Engineering at Apple for ten years, overseeing the implementation of Apple Silicon as a replacement for Intel. The introduction of the M1 chip has removed the performance gap between Macs and other PCs. The M1 also incorporates on-device machine learning through a Neural Engine. Under his direction, the iPhone's A-series chip has incorporated AI acceleration years before any Android phones.
This is not simply something for a resume. Ternus knows that Apple's advantage is in their ability to control their silicon. By developing custom chips, Apple can provide power efficiency, keep customer personal information private (there is no need for customers to rely on the cloud), and provide an integrated ecosystem. Apple's service revenue ($100 billion per year) is a significant component; however, the primary reason for Apple's customer "lock-in" is because of the hardware differentiation.

The Strategic Pivot: Chips Before Cloud
Apple's lag in AI has exposed glaring weaknesses in its services. The App Store is being pressured by regulators and the SIRI is falling behind Chatgpt. Ternus's hypothesis is to compress artificial intelligence, exercise caution against deeper-than-troubling cloud models. On-device processing means more privacy, greatly improved speed, and offline capabilities.
The 2026 plan reflects as such:
- M6 Chips: 4x neural performance for localized AI
- Foldable iPhone: September 2026 release, under the direction of Ternus
- Sony Glasses: 2027, Pendant-style, always on Siri
- AirPods Pro 3: AI built into the earbuds to provide real-time translation and health monitoring
Silicon-first means aggressive vertical integration. TSMC fabs are ramping up production of A19 Pro at a high rate of capacity. Evaluation of the in-house produced 2nm process will occur in a speedier fashion.
Why "Over Apps"?
App Store forecasted $100B revenue by 2025 but regulators (EU DMA, US DOJ) will reduce margins by 30%. Apple’s use of Apple Silicon builds many advantages that are impossible to replicate:
- Private AI = Sensitive data stays local to device
- Battery Life = Other companies have to throttle AI due to battery power
- Seamless Handoff = Apple is only company that offers continuity from iPhone to Mac to Watch
Ternus' investment in Neural Engines is now paying off. The iPhone 17 can edit photos directly on-device, and Siri has been upgraded with third-party capabilities that process on-device using Google Gemini models.

Services Take Backseat, Hardware Leads
The focus of Cook's era was on generating ongoing revenue. Ternus turns that focus upside down:
- Service growth drops from 18% annualised to 12%
- 35% profit margins on hardware will be achieved through silicon efficiencies.
- The introduction of new categories (e.g., robotic glasses), will represent 20% of total sales by 2030.
The supply chain is being restructured. Fabs in Vietnam will produce 2x the current volume. Samsung’s recent glass substrate technology will allow for the production of thinner foldable devices. Ternus’ operational discipline will complement the company’s product aspirations.
Competitive Landscape Shifts
Samsung's folding phones still haven’t found many sales. Google's Pixel AI continues to rely on the cloud. Meta's glasses do not offer any sort of comprehensive app ecosystem. Apple's combination of hardware, software and silicon presents a barrier to entry that cannot be replicated by competing companies.
Exposure to China will drop from 25% to 15%. Capacity is being built in India and Vietnam. Ternus will continue to follow Cook’s lead, and accelerate his expansion plan.

Investor Implications
Investors are betting Ternus will enable AAPL's valuation to be based on three things. These are:
1) AI credibility — an amazing device (Siri 2.0) at WWDC 2026
2) Category creation, which means redefining wearables with the glasses/pendant
3) Margin expansion, as silicon efficiency or improvements provide access to 50% gross margins, respectively.
According to DA Davidson's Gil Luria, Ternus is in support of the hardware/AI convergence and Ming-Chi Kuo has confirmed that foldable devices will launch in the September timeframe.
Risks:
1) Pressure to reduce regulatory services across industry
2) Lagging AI quality versus big public cloud providers
3) Disruptions in supply chains
Upsides: Ternus creates 3-5 year product timelines for competitors.
Upside: Ternus opens up a 3–5 year product timeline for competitors.
The Bigger Cultural Shift
Ternus is a testament to Apple's engineering foundation; thus far Cook has optimized what Jobs created with Ternus by engineering the next generation of machines. Expect the following:
- Limited service pivoting, expanded silicon roadmaps
- Hardware product disclosures at WWDC, in addition to software
- Data security as a product: "Private AI" campaign attacks competition
What Comes Next
The Ternus Era A Fresh Start. On 1s September 2026, Tetanus will benign his leadershi at Apple. The first product released during his tenure will be the iPhone 17 collapsible. There was some light shined on the glasses at WWDC, with the M6 MacBook Pro expected to launch over the Christmas shopping seasons.
Silicon Over Apps illustrates Apple's intent to control everything, from the transistor to each user's experience; Apple will continue to offer support services, but hardware will be elevated. Ternus oversaw the transition in the past that has brought Apple to this point of being a $4 trillion company, and he will now continue on into the future.
Investors are purchasing a strategy, not an individual. Ternus creates hardware innovations at scale and Apple shares will continue to grow. If he stalls, shareholders are going to apply pressure rapidly.
Silicon Over Apps is not merely a tagline. It's about survival in the age of AI and hardware. Ternus created that playbook, and now he's running Apple.
